The Annual Request for Qualifications (ARQ) process facilitates the procurement of professional services for smaller projects with fees below $500,000. Interested firms submit their qualifications online, which are then used to create a consultant database. A standing committee evaluates the qualifications of firms on a project-specific basis and ranks them accordingly. The University subsequently enters into negotiations for an open-end, multi-term contract with the top-ranked firm(s).
The ARQ selection process is primarily used for projects involving renovation, alteration, building additions, and small stand-alone facilities. However, larger projects may also utilize this process to select professionals for services such as surveying, geotechnical engineering, materials testing, commissioning, and specialty consulting.
The ARQ invitations are typically advertised in January, and submissions are accepted throughout the year.
INSTRUCTIONS FOR SUBMITTING ARQ
Complete submittal requirements are described in the ARQ under Instructions to Respondents, Contents of Submittal.
There are two parts to the submittal process. Please review the ARQ and familiarize yourself with these parts before beginning the process.
PART I - UA Consultant Data Sheet Component
Respondent will utilize the on-line form to fill out contact, discipline, emphasis, licensing and insurance information.
PART II – Government Standard Form SF330
Respondent will need to complete the required portions of the Government Standard Form SF330. The required portions of the Government Standard Form SF330 include the following:
Part I, Sections "E", "F", and "G". See the ARQ for more information on these sections.
Part I, Section "H" is optional.
Client References: Respondent should include a list of general client references. References should include contact name, company name, address and telephone number. These are general references in addition to the project-specific contact names provided in Section "F."
